Given that most startups have a hang of the software of the service they are going to work with (as well as personnel to handle that side of things) I almost feel that PaaS cloud services are perhaps the most under-utilized in terms of how fast it can get a startup on its feet from scratch. That depends though, on a bunch of other factors like the kind of cloud enabling solution used(goo.gl/wBzcmz), whether to go for proprietary stuff from provider, and the volume of data/ traffic serviced.
